I'm pretty sure the official description was misunderstood and that ranged damage bonus isn't supposed to be there, just global 5% physical.

Having it give both would make it way better than anything else in the game and it doesn't make much sense since base bonus affects global physical damage.
I'm more inclined to remove the ranged damage part of the script to keep it balanced and consistent.

It is indeed like that in official, since it was supposed to be cash shop items, and you're gonna need to +9 it before the effect starts working it makes sense to be better than the rest, see:

But yeah, if you're going to change it anyway then it can't be helped.

On a second thought, personally, I don't feel it's necessary to nerf this item. This thing is supposed to be a rare item, and to make full use of its effect, you need to refine it to +9, so it makes sense to have powerful effect. And it's not like the full effect is that OP, like backpack or lakuma. If you take off the ranged damage part like you said, then that means this supposed to be rare item that's refined to +9 will have the same or worse effect than a mere Airship Captain Hat, for example.

I hope you will think this through before deciding to nerf/change the effect. If it's 'OP'ness that you worried, then you can just limit the way you obtained this item, like an event only reward or something else. It's not like we have upgrade certificate or HD ori/elu here, so refining it to +9 won't be that easy.

Eh, alright I guess.

I did have to nerf a bunch of items just so I could add them (most glaring example are those 10% HP/SP 5% DMG middle horns).
