Since my original thread is locked now that we have a bug tracker, I decided to open an issue here to report back on something else (sorry for taking this long, oops).
First of all, the cash shop item Buffalo Horn is also being affected by this, so it's kind of useless for the moment.
The most important thing here is the Asir rune, however. It's supposed to give +4 fixed ASPD with Rune Mastery on level 10 (apparently only +3 sometimes because it's applied before ASPD enhancers or something, according to iRO Wiki forums), but with the current formula it's doing something completely different.

I think something's kinda broken either with the ASPD formula, or with Fighting Spirit. Maybe both? I know that at least the fixed portion of ASPD is.

I think the problem lies in the effect of the rune itself, giving % bonus instead of fixed amount.
Changing the ASPD formula I notice that many things got reverted from fixed to % boost and vice-versa (Basically the same they did when they first introduced renewal).
I was expecting that some effects/statuses bonus could be broken, as I cannot check them all by myself.
