Arrow Storm Cooldown Bug

While hunting for something specific in Clocktower BF4 (Bathory map) I seemingly bugged out my Arrow Storm, with what later revealed to be the cooldown bug that has been there since alpha and is a bug in hercules.
At the time it bugged out I was teleporting around into a group of monsters, gathered them up, got rooted by a Bathory with the "Stop" skill and tried to cast Arrow Storm. It wouldn't work and I died as a result and have been unable to use Arrow Storm since then.
Some perhaps useful information?
The equipment I was wearing when it happened:
Eden armor/garment/boots, Apple Ring, Clip with a bloody Butterfly card, Elven Bow + Arrows, Beta Reward Headgear, Rudolph Nose.
I was over 50% weight limit, about 70% on health and 50% on sp.
At the time I was also dual clienting.
