Homunculus Bayeri Skills Allocation

Last night I reached homunculus S, and upon logging in today I found that I was able to allocate skill points into ALL of Bayeri's skills regardless of Bayeri's level even though the skills should be unlocked according to Bayeri's level. I'm not sure if it's this way for the other Homunculus S, as I've only had Bayeri so far.
