Hallucination Walk Debuff

The movement speed+aspd halving debuff that is supposed to take effect at the end of Hallucination Walk seems to be buggy. Sometimes, the debuff never gets applied, sometimes the debuff is only applied to movement speed, and sometimes both parts of the debuff are working. It's difficult for me to test because of the 5 minute cooldown.
