Epiclesis wonky after new patch

Before the megapatch, Epiclesis healed all party members within the area every 3 seconds. Something is going on with it now that is causing one of three things to happen to each person:
1. Heals every 3 seconds like before.
2. Heals every second (!)
3. Doesn't do anything at all

We had 3 people and 3 different effects on each person standing in the area. At first it seemed like being 50% weight or higher stopped the healing from it now (it previously did not) but it was apparently working occasionally with 50% weight too.

I have no suggestions on what's causing it.
