No idea if this is a bug, or if this is how RO has been ever since, but (some/all?) maps sometimes "refresh" when there are no players in them for a certain period.
I noticed it in Sunken Ship 2 (treasure02) during the Halloween event. To differentiate between Whispers and Wandering Souls, I'd hit each Whisper once, so their HP bar would show. This worked until I had to use storage. If I spent too much time in town, upon return, all the Whispers would somehow be fully healed, and the Wanderer and Ghostring would be in a different section of the ship.
Has anyone else noticed this?

That's correct, mobs refreshes after a certain time duration ~
