I am now a TK Ranker, but I wanted to turn into a soul linker, but I cant because I have 10 extra skill points that I cant use because all my skill are max 'couse im Ranker

This is normal since you're technically a different job. Why would you want to do something like this after going through the trouble of getting ranked though? Even if you could change like this, you would have to grind job levels from 0. Rather make a new character, it doesn't take long to max a linker.
