the events do not have a automatic system to block dual client? or is just a rule but not any system verification or anything besides other player report?

There isn't any reasonable way to automatically do that (MAC checks aren't supported, and even then, that's hardly reliable) and plain IP checks mostly impair people who play from the same place. So it comes down to reports and manual checks.
I don't believe in shoving spokes into everyone's wheels just because a select few could cause trouble.
