Cant create "free" Guild with Guild Manager NPC / Emperium Issue

December 21st | Patch v1.1.1

• Guild manager NPC will now create guilds for free if you meet the requirements (Level 70+ and in a party of 6 players).
• Emperium is no longer required to create a guild.

I needed an Emperium for the Alt+G function to create a guild.

Also.

I created a party containing 6 people over level 70. Party Leader spoke to the Guild Manager inside job changer room. He tells me something like "You are not in a guild. I only offer my services to those inside a guild." Thats it. No guild creation option or anything.
