Hello, the bug in this quest is rather simple and not really important, as it only saves 1 minute or so in RO life.
In a tent where the meeting begins, when Thief Bugs spawn, you don't have to kill them to talk to the Official. Actually, he's still hidden even when you talk to him even though Ryosen, Hue and Hansenne pop up later on.
