Potential Monster Spell Damage Problem (And not about it being high!)

Now this is going to be a bit vague because it doesn't make sense but I want to report it anyway.

I'm pretty sure this applies to more than just the monsters I'm going to post screenshots of, as Ive had this with Dark Lords meteor storm too (usually does 4-5k per meteor, but it randomly goes down to only doing 50 or 500 damage).
I've not noticed any other cases of it happening as of yet. (that I remember anyway)

That's an Arc Elder firebolting me for 68 damage per bolt. It's damage started that low and was consistent until i died later on, but I kited it around the map for a good 10 minutes without its damage being high on any of its spells (firebolt, lightning bolt, frost diver etc)

Arc Elders buddy, who proceeded to bolt me for 1763 per bolt ON ITS FIRST CAST ONLY. After that it's spells were hitting as hard as the first Arc Elders, almost nothing. (infact on numerous casts it was actually nothing due to it being so low my mdef nullified it).

The third Arc Elder! I kited those 2 previous ones across a large portion of the map (moving extremely slowly because spell hitlock is insane with these guys) while taking practically no damage from them. I meet their other buddy who proceeds to hit me for 1786 per fire bolt (note the 68 damage bolts the others are doing in the combat log). This 3rd Arc Elder didn't have his damage reduced after that initial spell, and proceeded to wreck my face with 17k bolts. As I had no healing available I died after 3-4 casts.

In conclusion, I'm confused. What's going on?

This one hit me hard for 3 spells. I then poked him with my stick and his damage went to shit again.

I let Endure run out to lower my mdef and it still did no real damage. (he cant hit me with auto attacks so it never dropped off before).

Another one to add to this.

Garm started out doing 10k hits with sg on me. Then something changed and all the following 10 or 20 sg casts hit for 640 or so per hit.

I've noticed that magic damage drops when power up ends in case of MvPs. Haven't checked if monsters in nightmare CT have power up.

Doesn't seem to be related to powerup since it happens with normal mobs as well.
