Eden Weapon Enhancement

After obtaining an Eden Weapon, Weapon Expert BK refuses to enhance the weapon, saying it's already enhanced.
Sorry, there is a bug, but it's not the one I originally reported. I hadn't done high enough Instructor Ur quests to unlock the enhancements. I did the 90-99 quest and unlocked all three enhancements in one go.
However, the first enhancement should be unlocked after the 70-79 quest. That was the lowest level quest I'd done on my characters, and I wasn't able to do any enhancements after that quest.

I did the 80-89 one and couldn't get any enchants (should have been able to get 2)
