Department Quests

I was doing the department quests in El Dicastes, I finished a few and then go report back to the manager. But I didn't get any Sapha Certification from any of the npc. I don't know what is wrong since I pressed too quick (yeah my bad), may be the npc doesn't recoginze me finished the quest or it failed to give me the item.

I tired again today, it worked. May be I did something wrong yesterday i don't know.
