Instructor Ur quest stuck issue

Wasn't me that had the issue but I think I got all the information.

Blacksmith did Ur's Glast Heim quest and got the gear (chose 2hander so got Two Handed Axe I along with the top armor/garment/boots/hat).

Blacksmith then went on to do Ur's 80-89 Einbroch quest. They completed it, talked to Ur but could not get anything from Toren or the Weapon Expert (gear or enchants). Ur won't speak to them and let them do the Ice Dungeon quest either, as the quest is stuck uncompleted.

I'm pretty sure I tried to get them to talk to everyone multiple times so there's a good chance there is a problem here.
