"Upgraded" Boots/Manteau

Hello,
After the recent Feb. 3 patch wherein the "Upgraded" armor pieces were given a buff, I noticed that my Upgraded Boots and Upgraded Manteau no longer give their default bonuses that are supposed to be independent of the refine level i.e. Boots' +2% HP and Manteau's +2% HP.
I am unsure if other Upgraded armor pieces are bugged as well as I only have the Manteau and Boots currently. They, too, might have to be checked.
