Weapon's slot addition

Hi there.
The npc Seiyablem in Payon (payon 141,151) who is the one that adds slot to weapons seems not to be available/working. No windows pop up when you interact with him. Not sure if it's been already mentioned before though.
I'd also like to ask if it is possible to add the GX new poison herbs seller to the item mall. Given that it is obtainable via a npc in the GX guild in Veins, that would make perfect sense to have them available in a customized npc in the mall.
