Little Feather Hat Set Bonuses

Recently I managed to get both a +4 Little Feather Hat and +10 Falken Blitz however the cast time reduction does not seem to be working. The cast time reduction doesn't specify whether it is or isn't variable cast time however even if it was variable cast time the variable cast time reduction should be somewhat noticeable and it isn't noticeable. I don't notice much of a crit damage bonus with sharp arrows either but because the crit damage addition is a minor+5% crit damage it's possible that was why I don't see a noticeable change.
It's possible that the item script is incorrect but it's possible that the bonuses are there but aren't noticeable.
