Rogue's Treasure + Cold Heart Set Bonus

The Rogue's Treasure+Cold Heart set bonus doesn't appear to be working, meaning the only thing a Cold Heart gives at the moment is +3 AGI. Realized this when my attack speed wasn't changing with both items equipped. I went to Rachel Sanctuary to test the 8% boost to physical damage vs medium size and noticed that there was also no increase in damage there.
The 8% damage certainly works, as for ASPD, the current script is 1% aspd every 2 refine levels of main hand weapon, which is better than the stated 3% and seems to work this way on some servers, I guess imma keep it this way plus add the static 3% and update description.
If it is 1% per 2 refine levels of main hand, shouldn't I be getting some sort of tangible boost from a +7 Durga?

The way ASPD works in renewal is different and you need a lot more % to get a point. With your current weapon you're getting 6% right now.
