MvP MATK Inconsistency (Again)

Repost since the website host was whacky and all so it looks like the forums rolled back a bit. Apologies if my topic was actually removed.
Orc Lord was tickling me with 1-30 damage bolts per hit, and Drake was doing 200 damage Water Ball hits on a character with 0 reductions. I was confused when Orc Lord suddenly did 3~5k per hit with bolts instead. It looks like something wonky is happening with MvPs using Power Up that's causing their magic to roll over and do 1 damage. Phreeoni Heaven's Drive dropped to 1's as soon as he used Power Up.
After looking through the bug tracker, does that mean it's the same bug as here? http://leika-ro.net/...-it-being-high/
If so, is it a known Hercules issue with some logic to it or is it an overall unknown problem still?
