Dragon Tail Missile cannot be equipped

Dragon Tail Missile (the Rebellion bullet) seems to be classified as a Miscellaneous item rather than Ammo and can't be equipped. This unfortunately renders the Dragon Tail skill unusable.

You don't need those equipped, just in your inventory.

This is also true for Mass Spiral and Howling Mine, the only skill that requires you to equip special ammo is Slug Shot, for obvious reasons.

I'll update their descriptions with the next patch.
