Meikyo Shisui doesn't heal what it's supposed to. At level 5, it's supposed to restore 10% HP and 5% SP per second for 10 seconds, for a total of 100% HP and at least 50% SP.

Based on my tests, it heals roughly 54% HP and 44% SP (after accounting for the 100 SP cost).
