Can't complete quest "Doha's Secret Orders"

I can't complete the quest "Doha's Secret Orders", making it impossible to reach Scaraba hole 2.
At the point where you should speak with 3 NPC's (Walking Knit (207, 10), Resting Piom (112, 248)
and Traning Galten (249, 140)) inside El Dicastes, and then speak to Shay (Pub owner) again.
The quest won't progress after speaking with Shay, he is just keep saying that I need to find
information from the Sapha's in the city.
I have had Ring of Ancient Wise King equipped the whole time and I've even tried gathering
Sapha Certifications and then redoing the whole thing (even if those shouldn't be necessary
at this point) but it's still not working.
I've also tried going to the next step which is talking with BK (dic_fild01, 231, 174), but that won't work either.
