As someoneone who has already done the full throttle quest I have a question! Will those who have already done the quest keep the skill or will we lose the skill and the skill point we used obtaining the skill?

Skill won't be lost, as it will be "open for everyone". You just need to meet requirements: 3rd job and joblevel 60.
If you have any issue with skill point count, just reset. Resetting will normalize your skill point count =)
