Is Ranger's auto Blitz Beat cast level supposed to go by job level? I don't remember it working that way as a sniper or a ranger on officials...

What do you mean? The chance usually increases with luk.

Ah, I mean the skill level cast at the moment goes by the player's job level (ex lvl 1 at 1-10, 2 at 11-20, etc).  I don't remember it ever working that way on officials.

Hmm, nope. You put skill points into it and it's selectable. Just tried it myself. Think you could get a couple screenshots of what you're experiencing? I might not be understanding your question.

It's manually cast at whatever level you want and auto cast at highest level learned but the number of hits is also based on job level.

• The number of times Auto-Blitz Beat will hit its target depends on the level of this skill and the user's Job Level. Job Levels 1-9 allow it to hit up to one time, while Job Levels 40+ allow the maximum of 5 hits if level 5 Blitz Beat is learned.
