 Moving HP Recovery

Description
Enables to naturally recover HP while moving, but at half rate of if the user were not moving or at ¼ of it if the user were sitting.
Notes
- This skill does not affect the Increase HP Recovery skill; there is no extra recovery until the user stop moving and/or sit down.
