This template is used to create a tooltip over a particular text that displays the level scaling of the skill.
Usage

- text is the target text to be used.
- level is the level where the skill has a 100% mod

Notes
- Using some characters like a quotation mark (") or an equal mark (=) in the 'level' parameter (the hidden text) will cause the template to display incorrectly. To display these characters, use the html entity quot (i.e. write & quot ; without the spaces) or alternatively put the second parameter in
<nowiki>
tags.
